      pymongocrypt should:

      1. Load libmongocrypt from PYMONGOCRYPT_LIB, if defined.
      2. Else, attempt to load the the embedded libmongocrypt installed from the wheel.
      3. If the embedded load fails, fallback to load the libmongocrypt installed on the system
