There is some discussion underway about EOL'ing api.mongodb.com. This isn't a problem for most drivers because they also publish to some other docs site, but PyMongo's docs are only published on api.mongodb.com. Let's start publishing them to readthedocs.

We also need to see if we can publish docs for old releases there. Only feature releases. Let's get rid of the beta and rc docs.
