When installing pymongocrypt on Ubuntu 18, we don't seem to get the embedded mongocrypt referred to in the install docs, requiring users to follow the "Install from source" option instructions, specifically the libmongocrypt-all tar file and setting an explicit environment variable. It's unclear whether this is intentional or a bug.
