Avoid 30 second stalls in TestMongoClientFailover

      The tests in TestMongoClientFailover occasionally hang for 30 seconds. Noticed while investigating PYTHON-2236.

      We can fix this by reducing the serverSelectionTimeoutMS from 30000 to 100.
