Clearly document that pymongo-stubs will only support PyMongo 3.X

      Our plan for pymongo-stubs (PyMongo's stub-only package) is to only support PyMongo 3.x.

      In PyMongo 4.0 we will merge the stub files with our actual source code and use inline annotations. We should document this plan in the README/docs.
