Currently we use a script called resync_specs.sh for syncing specification tests. We should add this to the PyMongo repo and also add some improvements to the script:

1. Add management of git to the script (allow supply of git hash or branch to sync from)
2. Add block list feature to specify regex patterns to disallow certain files
