      Tracking ticket for Python 3.3 packaging changes.

      1. pysetup support - see attached setup.cfg - This appears to be broken in 3.3.0a4.
      2. upgrade distribute_setup.py as python 3.3 bugs are fixed - see https://bitbucket.org/tarek/distribute/issue/283/bdist_egg-issues-with-python-330ax
