MacOS hosts are incredibly slow

      The macOS (both 10.14 and 11.00) are incredibly slow. This is causing both timeouts and exacerbating existing racy tests. This could likely be solved by either increasing the timeout or switching to the MacOS ARM hosts which might be faster.
