Improve output for C extension build failures to include hints for Windows and OSX.

      Building C extensions on Windows requires Visual Studio 2008. Building C extensions on OSX requires different versions of Xcode depending on the python build. We provide hints for Linux if the C extensions fail to build, we should provide similar hints for Windows and OSX.
