There is no MacOS wheel on PyPI for Python 3.7

      During a conversation about changes in universal wheel support in MacOS after Python 3.7, I noticed that we aren't publishing 3.7 wheel for MacOS. I've only looked at 4.6.1, but the task will involve reviewing previous ones, too.

      Definition of done: what must be done to consider the task complete?

      1. Wheels need to be published to PyPI (anywhere else) for existing versions.
      2. This should have an "upload release" step
