[pymongocrypt] Fix python executables used in EVG test

      Context

      In PYTHON-4464 we attempted to consolidate the python tests on MacOS, but our toolchain does not build a Python 3.8 binary for MacOS arm64. We should skip that test on ARM hosts.

      Definition of done

      Update bindings/python/.evergreen/test.sh to not test Python 3.8 on MacOS arm.
