      Context

      Our current handling of Atlas URI testing is ad-hoc. We should be able to set a single environment variable, MONGODB_URI, and use that as the connection string in tests.

      Definition of done

      Add new testing method and streamline how we handle oidc tests that currently run against Atlas.
