      Context

      In PYTHON-4976 we introduced a uv lock file. By default, the lock file is updated whenever uv sync or uv run are done. We only want to update the lock when we update a dependency or manually update.

      Definition of done

      Ensure --frozen is used whenever uv sync or uv run are used.
