Context

The python theme needs a codified approach to authoring and approving pull requests. We currently do not have an outlined system for this and that is a contributing factor to our information silos. We believe a way to reduce information silos is through having a Pull Request template and review strategy.

Acceptance Criteria

Create a document outlining what is needed on a Pull Request and the reviewer assignment automation we will use.
