      Context

      The Jira release notes pages now require a user login.  We can instead use a JQL filter like "project = PYTHON AND fixVersion = 4.13.2", e.g. "https://jira.mongodb.org/issues/?jql=project%20%3D%20PYTHON%20AND%20fixVersion%20%3D%204.13.2"

      Definition of done

      Update our changelog to remove release notes links and use the JQL URL instead.
