Context

In PYTHON-5519 we cleaned up uv run handling to avoid updating the lock file unintentionally, but we missed a couple of places.  We can use https://docs.astral.sh/uv/reference/environment/#uv_frozen to uniformly handle uv run so it does not update lock files.

Definition of done

Clean up our usage of uv run to not update the lock files.
