      Context

      We currently test against our min dependencies, but only test encryption against unstable pymongocrypt.  We should do so to avoid issues like PYTHON-5540.

      Definition of done

      Add an encryption build that uses the min version of pymongocrypt instead of the git branch version.

      Pitfalls

      This should probably be done alongside PYTHON-5539 since it is affecting similar logic.
