RHEL 9 FIPS testing fails because we no longer support Python 3.9. We rely on the default RHEL 9 python version which is 3.9:

Caused by PYTHON-5479.

Strategies: 

• Check if any RHEL 9.x FIPS hosts have Python >= 3.10 support
• Update the RHEL 9.x (in our case 9.2) to point to the python binary greater than 3.10
• Re-run tests to confirm functionality
