      Context

      The MacOS 11 builds have started failing intermittently since August 5th. We no longer need a toolchain on this version of MacOS as of PYTHON-5466.

      Definition of done

      Remove MacOS 11 from the toolchain. (Should be done in tandem with PYTHON-5578)
