      Context

      We will need to add zstandard to our build process to support PYTHON-5522. As of DEVPROD-22799, we have the required version on Ubuntu 22+ and RHEL 9+ hosts. We should add Ubuntu 24 to the toolchain at the same time.

      Definition of done

      Add zstandard support and an import check for compression.zstd.
