      Context

      PYTHON-6068 dropped Python 3.9 from the toolchain in September 2026.
      Python 3.9 reached EOL on 2025-10-31 and its final release, 3.9.25, shipped the same day.
      The README now keeps an EOL Python until 12 months after its last release, so we should support 3.9 through 2026-10-31.

      Definition of done

      • env.sh pins PYTHON_39=3.9.13 and lists it in CPYTHON_BINARY_RELEASES again.
      • The toolchain builds 3.9 for all platforms and we open the BUILD ticket to deploy it.
      • 3.9 stays in the toolchain until at least 2026-10-31.

      Pitfalls

      • python.org stopped publishing 3.9 binary installers after 3.9.13, so the restore re-pins 3.9.13 rather than a later patch release.
      • get-release.sh and install.ps1 special-case Python < 3.10 (PYTHON-5854); verify those paths with 3.9 restored.
