      Context

      Follow up to PYTHON-6125. I noticed that the PR body was malformed, and ran into a few issues while fixing that issue.

      • the Public Suffix List vendoring ran on an incompatible interpreter (Python 2 on CI, 3.6 locally) and could silently ship an empty PSL.
      • sync failures were invisible in task logs.
      • the commits were made with default Evergreen host user info rather than the bot's user info.
      • same-day reruns plus transient GitHub 403s made runs fail unpredictably.

      Definition of done

      • Fix the above issies and produce a clean run (already done).
