Mod WSGI Latest, the mod_wsgi_latest job of .github/workflows/test-mod-wsgi.yml, fails at the Install Apache step. apt-get exits 100 after failing to download apache2-dev.

Context of when and why the failure occurred:

The Install Apache step runs sudo apt-get install -y apache2 apache2-dev without apt-get update, so apt resolves from the package index baked into the ubuntu-22.04 runner image (20261004.315.1). That index pins apache2-dev at 2.4.52-1ubuntu4.23, which the Ubuntu mirrors no longer serve. apache2 itself is preinstalled on the image, so only apache2-dev is fetched.

All recent runs fail at this step, including pushes to main, so re-running cannot succeed. The failure is unrelated to the content of PR #3113. The Mod WSGI Min Deps job is unaffected; it installs httpd with dnf on Fedora.
