      Context

      The Azure KMS and OIDC tests use a specific VM override that has Python 3.10. This override was added when we updated 3.9 tests to use 3.10 last year and can be removed now that 3.11 is our minimum supported version.

      Definition of done

      The KMS and OIDC tests no longer fail due to using Python 3.10.
