Context of when and why the failure occurred:
The pip update entry lists ten exclude-paths entries and every one starts with a slash, for example /pyproject.toml. Dependabot requires these paths to be relative to the repository root, so it rejects the whole file and raises no update pull requests until the file passes validation. The entries were introduced in commit 808767c (PR #3159) on 2026-10-28.
