Clear out SubscriptionStore and cancel pending notifications upon rollback to PBS

      Since the SubscriptionStore object is no longer needed when reverting back to PBS after a client migration to FLX, clear the subscription metadata table and cancel any pending notification waiters.

      These changes should also include a test to verify the subscription store is cleared and that the waiters are immediately notified of the abort.
