Add missing Ubuntu coverage to evergreen that was originally provided by Jenkins

      The following Ubuntu test runs need to be added to the evergreen testing to include the coverage provided by Jenkins.

      • Release build and test on Ubuntu 22.04 with max BP node size of 4 using the gcc toolchain
      • Debug build and test on Ubuntu 22.04 with encryption disabled
      • Debug build and test on Ubuntu 22.04 with Sync enabled; sync transform corpuses will also be dumped, tar’ed and uploaded to S3

      Since there is already coverage for the last item, an existing test could be augmented to generate the sync transform corpuses and upload them to S3.
