Automate sync custom user data integration test

      Current stitch-cli does not support importing custom user data settings linked to a specific cluster id. This causes the integration server to boot without custom user data cluster set.

      The current manual steps to test are:

      • Start the integration test server
      • Update the Cluster name to BackingDB in Users -> Custom User Data -> Store Custom User Data
      • Run ignored customData_*-tests in UserTests.kt
