Keep closed clusters working in 2.x

      The change to immediately raise NoServerAvailable on closed clusters caused CI to fail in Mongoid. Looking at how Mongoid works we are not able to raise NoServerAvailable on closed clusters as this will break applications, therefore we will just report closed clusters if there is in fact no server available.
