Use locally generated certificates for path-less OCSP URI endpoint

      The test suite currently uses certificates obtained from atlas for testing ocsp verifier with an OCSP URI that doesn't have a path.

      The existing cert (which just expired) was valid for a year. Currently available atlas certs are valid for 3 months which isn't suitable for the test suite.

      We need to generate local test certificates that would be valid for a long time.
