In https://jira.mongodb.org/browse/RUBY-3035 logic was added to the Client#with method to accept the monitoring argument and pass it through to the newly created cluster. While this logic is covered by existing FLE spec tests, we should also add some unit tests verifying that the monitoring is correctly passed to sub-clients (metadata, key vault) as well as that it is passed when FLE is not being tested.
