When a timeout is present, partial writes are left incomplete, resulting in broken packets being sent to the server. This in turn causes the server to wait for the complete packet, and eventually timeout.

(This same issue may exist even when timeouts are not present; this requires further investigation, which should be done as part of this ticket. The failure observed under timeout has not, however, been seen without a timeout.)
