The FLE spec requires that drivers split bulk writes at a smaller size limit to account for the extra space taken up by encrypting data: https://github.com/mongodb/specifications/blob/master/source/client-side-encryption/client-side-encryption.rst#size-limits-for-write-commands

When we implement the bulk write API we should ensure to follow this limit.
