Factor out common evergreen definitions across testing and benchmarking

      The testing config.yml and benchmarking benchmarks.yml have a lot of shared tasks (fetch source, set up orchestration, etc.) that have diverged over time, leading to issues like RUST-1997. We should factor out common task definitions.

      This will be a lot easier if RUST-2008 is done first.
