ObjectId defines a with_timestamp constructor to create an object id with a given timestamp with the rest of the bytes unspecified, with the ostensible purpose of allowing people to query for object ids within a given timestamp range. We should decide if we in fact do want to provide this sort of functionality, and if not, remove it.
