We must add the following test cases :

• Verify a cluster works if only a subset of the node have OTEL enabled.
• Verify a cluster works if only a subset of the node have OTEL enabled and the cluster has node running binaries that do not support OTEL (i.e. version <= 8.1).
• Verify the cluster works if we upgrade nodes one at a time while enabling OTEL.

In this context "work" means :

• No feature, aside from OpenTelemetry, is impacted (i.e. commands fail or succeed when they should).
• OpenTelemetry traces are collected on nodes that have OTEL enabled.
• Traces for operation involving nodes without OTEL are incomplete.
