As part of SPM-3729, we introduced the "config.shard.databases" collection on shards in SERVER-97891 to mirror the "config.databases" from the config server. However, the _configsvrRunRestore operation encounters issues because it does not expect this collection and subsequently fails. To resolve this, we need to modify the _configsvrRunRestore process to include the "config.shard.databases" collections on shards.
