Include OTEL context on egress commands to nodes that support OpenTelemetry.

This is tied closely together with SERVER-100123, as we will likely have to adapt this ticket to the implementation in SERVER-100123.

This ticket will also likely need N&O input. The most "correct" way to do this is probably by adding a new egress metadata hook, but that may not work with SERVER-100123.

Work closely with whoever is working on SERVER-100123.

Acceptance criteria:

• $traceCtx is set on outgoing egress if opCtx has a span context AND the remote node has OTEL enabled.
• Either create a new egress metadata hook or directly update remote command request. Talk to N&O to determine what is the preferred way.
• Update unit tests.
