To start add a span at the start of the resharding command in mongos. Before we start the span, we will need to update the opCtx tracing state to signal to keep all of the subsequent spans. We will also update to start a new span on every ingress.

As a part of this ticket we need to measure the impact on Honeycomb this change will cause. Start by running a single resharding integration test in evergreen, and gradually increase until we are able to run the resharding suite. Measure the impact of this change and communicate with the DevProd Platforms team to ensure we are not sending too much data.

Following completion of this project we'll raise tickets for each team to consider if they require more specialized tracepoints.
