      We need to investigate how to best do the following for the nodes (Primary or secondary):

      1. Waiting on DSS to be up to date / populated by an entry at a timestamp OR for a oplog 'c' entry to be applied at timestamp
      2. How to look at the top of the oplog replication to decide if DSS is upto date
      3. Can we answer stale router by looking at what the oplog replication state is (today)
