Clean up duplicate sections in catalog README

      SERVER-96647 split up catalog README into appropriate directories, but forgot to clean up some sections and caused duplication.

      • "Admission control" is moved to admission/
      • "Flow control" is moved to repl/
      • "Startup recovery", "Checkpoints", "Journaling", and "Oplog Collection" are split into storage/ and storage/wiredtiger/
      • "Backups" and "Fast Truncation on Internal Collections" are moved to storage/
      • "Repair" is moved to storage/wiredtiger
      • "The TTLMonitor" is moved to ttl/
      • "Operation Resource Consumption Metrics" is moved to stats/
