      This is a placeholder ticket to initiate a proof of concept (POC) on enabling a specific set of feature flags when transitioning to the new FCV. The goal is to anticipate any challenges related to the technical design for upgrading and downgrading and transitioning to a shard-authoritative database metadata nidek, as well as to identify any missing parts of the codebase.
