      A number of old (~10 yrs old) TODOs have been left in hash.h/hash.cpp. This was noticed after removing stale code from both files in SERVER-92910.

      Probably best for someone who has a good grasp of the functions in hash to either remove/address the TODOs to uphold code readability standards.
