      There are conflicting rules in the owners yml file regarding the ownership of files matching the regex:

      r/.*migration.*/

      Currently the file states that both CAR and CS own these files, with the ambiguity being resolved by the precedence rules when the file is processed by github.

      The purpose of this ticket is to eliminate ambiguity from the owners' files and simplify. We will collaborate with CAR to propose refactorings that ensure a clear division of functionality between the two teams.
