SERVER-74200 introduced a "two-phase protocol" for notifying the commit of a shardCollection command as a way to compensate the limited serialization properties of the operation. Later design decisions eventually discarded the adoption of such a protocol, making most of the code supporting the generation of the shardCollection<prepare|abort> entries useless. The logic can hence be safely removed.
