BSONColumn with full control of skips after double rescale does not reopen correctly

      Control byte that is full of skips (at least 20k) after double rescale does not reopen correctly. We lose track of the last control byte as the builder finalized it and stops tracking the internal offset.

      This cannot happen in the server due to the number of required measurements.
