Write a performance test that measures the overhead of $currentOp

      We should check the overhead of running $currentOp, which needs to access data that are wrapped in atomics.

      One way to do this would be to adapt an existing test with a task that executes $currentOp at a reasonable frequency (once a second or so). We can coordinate with the team that is developing Mongotune to understand what a reasonable frequency might be.

      For SPM-3716, we should not have more than a 1% impact on performance.
