Consider kSoftClose and kArchive buckets when finding open buckets for time-series inserts

      When looking for a potential bucket to insert the next measurement in the batch, we should use the criteria in the following order:

      1. A bucket is kSoftClose/kArchive and 'time' fits in the bucket's time range
      2. A bucket is open (RolloverAction::kNone)

      When a kHardClose bucket is found, roll it over. Also cleans up any buckets with states ineligible for inserts.
