      on the RS:

      • block the fcv changes as the user can do it after the setFCV
      • pbly an extra parameter in the user write blocking command

      on the cluster:

      • block cluster parameter changes as the user can do it after the synchronization of the parameters, before the RS becomes a shard
      • maybe checking the addremove cluster parameter before setting a new one?
