Implement commit phase of AddShardCoordinator

      This phase include the following steps:

      • block and drain the ddl coordinators on the cluster
      • set the corresponding fcv on the new shard
      • store new shard identity on the config server
      • unblock the ddl coordinators
      • update cardinality if needed

      The changes include the followings:

      • changes in the coordinator
      • changes in ShardingCatalogManager in order to enable clean changes in the coordinator
      • testing
